I’m in my curmudgeon mode this morning. The answer is to reconsider and adopt China’s mandatory sterilization policy. Only based on intelligence. Before they can start to breed, there needs to be a review of their IQ. Anything as low as this, “Hey, You! Out of the Gene Pool!”
